PROVINCIAL LAWS

Smoking Laws:

"No person shall sell or supply tobacco to a person who is less than 19 years old." Giving any tobacco product to anyone under 19 can lead to a fine of up to $4,000 according to the province's site ("Smoke-Free"). But a recent news article says, "This is a $365 finable provincial offence," and explains that, "a 13-year-old sharing a cigarette with about six young people would meet the definition of supplying tobacco to a minor." If the supply is a minor themselves, they would be treated as a young offender in court (Don't supply").

MUNICIPAL LAWS

Cat Bylaws:
Waterloo:  "No person shall keep or harbour any cat or kitten in a manner that adversely impacts neighbouring properties or residents" ("Bylaw 09-047").  It doesn't say cats can't roam freely, but it does imply that they can be restrained if a neighbour complains. There also isn't a specific limit to the number of animals as long as the animals aren't neglected and the neighbours aren't affected.
